Kurien plays key role in Special Status fate

pj-kurienRajya Sabha Deputy Chairman P J Kurien played a key role in deciding the fate of ‘Andhra Pradesh Reorganisation Bill’, moved by Congress member K V P Ramachandra Rao, which is meant to accord special status to AP.

In the amid uproar created of Congress members, Kurien gave a ruling referring the rule 186 stating that,  The Constitution does not give any power to the Chair (of Rajya Sabha) to decide if it is Money Bill or not.

He said, The point is if the Chair has any doubt he cannot decide…In a way Chairman of Rajya Sabha is vested with zero power whether it is Money Bill or not…I am giving ruling…Since the matter is under doubt, I refer the matter to the Lok Sabha Speaker Sumitra Mahajan ,If it is declared as Money Bill, there cannot be any discussion on it in the Rajya Sabha.

BJP has full strength in the Lok sabha and the fate of the bill is decided by the BJP , which is in no mood to accord the special status to Andhra Pradesh.
