A Vacation Bench of the Andhra Pradesh High Court today admitted the petition filed by Telugu Jagruthi President Kavitha seeking to cancel fresh tenders issued by the state government on April 23 for the Polavaram irrigation project. The Court had issued notice to state government, irrigation department, Union Forest and Environment Ministry and adjourned the case to June 6. Ms Kavitha in her petition had contended that as there was no full-scale legal permission for inviting the tenders, the fresh bids invited by the government to implement three major head-reach components of polavaram project be cancelled. She also said after the cancellation of previous tenders, under which the SEW consortium was selected to implement the works, issuing of fresh tenders tantamounts as ‘illegal.’ The state government counsel informed the court that Ms Kavitha had filed a petition on the same issue in the supreme court earlier. Hence she has no locus standi to approach the high court on the same subject again. Under the fresh tenders, the government quoted the total cost of three main components at Rs 4,717 crore. They are dam spillway, rockfill and earthen dams and foundation pits for the 960-MW capacity powerhouse of Polavaram project.
